The health dept called him and asked him to voluntarily stop seating customers. I Googled for it and found this article, I think this was the guy. It says he closed ... when he ran out of food.
I am not aware of any actual enforcement actions in Illinois other than Chicago police breaking up some parties, even then, they told people to disperse, I don't think they arrested people.
