I did the upgrade of the SM's by stepping through each major revision.
I had 1 more SM that took 10 minutes to link back up on the 13 to 14
upgrade. SM had an uptime of 10 minutes, and a session time of a few
seconds. Every upgrade/reboot after that it would link right back up.
The AP's I took from 13 to 14, then took them to 16. That seemed to work.

There is a bug where enabling SM Auto Update doesn't work until
something like 16.0.1.1. Can be frustrating.

I've generally gone to at least the first major version number, as
the increment in major version has indicated some serious design
change. So taking your example, I would have gone from 13.x, to
the first 14.x, then to the first 15.x, then the first 16.x.
