You'd have to have an IP in that region to watch outside of your market.
They check every time you launch it. Not hard to do, but I'm guessing
the average Joe wouldn't know how.

Also there is a strong slippery slope argument they feel, just like
many do on gun control or prayer in the schools. If they cede
ground to IPTV streaming, they fear the entire value of the local
transmission rights will be diminished (and those licenses are
valuable... don't have doubt in that).
