Because it breaks things like blackout for NFL games. NFL can't charge
you for NFL network if you can watch the game you want on the local
channel to the game if you are out of market. This causes stress on the
arrangement say CBS and the NFL have. You could say FU its free... but
the DMZ's and FCC licenses never envisioned that content being on the
other side of the country.
Also your viewership isn't tracked by Nielsen, so it won't increase ad
buy revenue for the station. If anything it would hurt the local
affiliate if your watching CBS in New York City instead of CBS in
Dallas. If CBS allowed it, the affiliates would be upset.
Also there is a strong slippery slope argument they feel, just like many
do on gun control or prayer in the schools. If they cede ground to IPTV
streaming, they fear the entire value of the local transmission rights
will be diminished (and those licenses are valuable... don't have doubt
in that).
