Hi there, It seems like currently there is an issue with the Google Ads UI when creating the test account under the test manager account. You could sign in your manager account and navigate to ? -> Get help to contact the product team about the issue with the Google Ads UI. However, you would be able to create the test account by making an API call. You could refer to this code example on how to create an account under manager account.
