Hi Josh, Thank you for reaching out. This is a known issue manually creating a new test customer account in the Google Ads UI. As this is UI related issues, you could login into your test manager account and navigate to ? -> Get help to reach out to the product team to have the issue resolved. However, there is a workaround to solve this problem by creating the test customer account using APIs. If you are using Adwords API, you could refer to this code example to create the test account. If you are using Google Ads API, you could refer to this code example. Please let me know if you have any further concerns.
