I wholeheartedly agree that this is harder than it should be. We set up bi-directional node replication and, even though every node should be either a source or target for replication, we opted to put them in different node groups to avoid the exact errors you are seeing. However this had to be combined with some bespoke alerting scripts to take into account the human factor and ensure we didn't miss any through being omitted from the node groups, etc. I'd certainly vote for an RFE that added WHEREREPLSTATE=SEND,SYNCSEND or similar to the REPLICATE NODE command.
