Hi Gert,

In a previous draft or the proposal we had some text to explicitly indicate 
that if a contiguous allocation is not possible, the RIPE NCC should offer 
either a complementary prefix or a new unique prefix and the time for 
renumbering and returning the previous one.

However, in talks with the policy development team, as this is already the 
current practice and just works, they seem to prefer not to make this explicit 
in the text, adding unnecessary complexity.

In any case, definitively agree that the IA should confirm that.
