ZFS is principally already developed. It is now undergoing feature improvement, performance, and stability updates. Perhaps entries in the OpenSolaris bug tracking system may reveal what is requested to be worked on.

In the current economy, I think that "We make it up as we go along" is indeed the best plan. That is what most of us are doing now. Multi-year roadmaps are continually being erased and restarted due to changes (reductions) in staff, funding, and customer base. Yes, most of us are in some serious trouble and if you are not, then you are somehow blessed.
