Who is "they" ?

It's not a problem, it just is-what-it-is.

The "significant effort" I am referring to is changes to the
licensing, which is a tricky endeavour as soon as you have
contributors instead of a contributor.

Doesn't really matter who changes, or really if anyone changes at all.
