Looks like Time Machine is implemented using HFS+:
"To make Time Machine work, Mac users will need to use a separate HFS+ compatible non-bootable hard drive, Croll said."

As Eric said earlier, it's a standard backup, incremental after the first one, a versioning system of some sort.
