Bump advance image to Ubuntu Jammy 22.04
NOTE: ubuntu-22.04-minimal image is not used in
``neutron-tempest-plugin-ovn`` due to an issue with the IGMP
messages; see LP bug [1]. Once fixed, it would be recommended to
move to this image.

Bug description:
The advance image Ubuntu Focal, used in some CI jobs [1][2], is no
longer supported.
It has also failed several times during the image creation [3][4] due
to issues with the repository mirrors.
It is highly recommended to move to a newer image (for example, Ubuntu
Jammy or Noble).
