Yes, that's right.

XMLmind XML Editor cannot process SVG graphics (e.g. your xenEMV_pcTools_testSetup.svg) referencing external image files (e.g. your merchantUnit.jpg).

This limitation is hard to remove.

Yes, there is a relatively easy workaround.

May be Illustrator has an option to create an SVG file *embedding* (rather than linking) the external images referenced by the vector graphics.

Free, open source Inkscape has one.

See menu item "Extensions > Images > Embed Images".

You could open your SVG in Inkscape, select this menu item and then save back your SVG to disk.
