The answer, as you helpfully remind me, is almost certainly the "navigation
links" setting. You'll allow a mere author to decide when his readers / content

1) Explicitly setting @collection-type attributes may not be used by a
DITA processor to decide whether navigation links are to be generated or
not.
Please remember that the processing default of @collection-type is
"unordered" and not something meaning "none" or "ignore". See

2) An author may always create <reltable>s by hand at the end of a map.
This will force XMLmind DITA Converter to generate navigation links
whatever the value of option "ignore-navigation-links".
3) An author may always create by hand a <related-links> section at the
end of a topic.
This means that the author will have her/his navigation links whatever
the value of option "ignore-navigation-links".
