I'm sorry but I don't see any problem here.

Generating the "Child topics" list of links depends not only on the "code" but also on the output format and the options passed to XMLmind DITA Converter, the DITA engine embedded in XMLmind XML Editor.

See for example option "ignore-navigation-links": http://www.xmlmind.com/ditac/_distrib/doc/manual/xsltParams.html#xsltParams__ignore-navigation-links

The default value of "ignore-navigation-links" is "yes" for Web Help output, hence, by default, no automatically generated list of links. (This is normal as the generated Web Help has its own convenient navigation panel.)

Now if you think you have found a bug then please file a *formal* bug report, including *everything* needed to reproduce the issue here at XMLmind.
