May be. However I don't see the relationship with the "paragraph numbering scheme", whatever this could be.

Let's say that by definition, a WebHelp is intended to be viewed from a Web site using a Web browser. If you do otherwise (e.g. ``push'' parts of the WebHelp to some users), it will not work properly.

An annotated screenshot of the WebHelp generated by XXE would  help.
Sending us the PDF file (or a screenshot of a part of the PDF file)
would help us understanding what's wrong with WebHelp by comparing the
two outputs.
