IIRC, XeTeXHanLayoutEngine adds support for user-specified features; the original ICU engines didn't offer this API, but *only* apply the default features they consider appropriate for the script.
It might be reasonably simple to create a XeTeXHangulLayoutEngine based on the ICU one, with a similar extension for user features. But I haven't looked closely...
