I don't put that command (I don't even know what it does, or even that
the command exist, :-D). I'll try to do some more
experiments later today and see if I get better luck this time around.

Well, I'm on Tiger (10.4.11) and the .log file shows:
LaTeX Font Warning: Font shape `EU1/Optima(0)/m/sc' undefined

So, the small caps definitely aren't there. (And I looked at the
character palette, too).
What was the preamble to your non-XeLaTeX doc? Did you load
something like:
\renewcommand\sfdefault{uop}
I don't know if that's included in TL09 (or MacTeX09). I had an old
file with it ... and it no longer appear correctly. That might be
another reason why you have difficulty with it --- that is, if uop
had some small caps (virtual ones or whatever).
