Well, I'm on Tiger (10.4.11) and the .log file shows:
LaTeX Font Warning: Font shape `EU1/Optima(0)/m/sc' undefined
(Font) using `EU1/Optima(0)/m/n' instead on input line 28.
So, the small caps definitely aren't there. (And I looked at the
character palette, too).
What was the preamble to your non-XeLaTeX doc? Did you load something like:
\renewcommand\sfdefault{uop}
I don't know if that's included in TL09 (or MacTeX09). I had an old file
with it ... and it no longer appear correctly. That might be another
reason why you have difficulty with it --- that is, if uop had some
small caps (virtual ones or whatever).
