I'm not a Votive expert, but you might try downloading the matching wix-binaries.zip and pull the template .zip files out of there. Then you could manually place them and try the devenv /setup step.
That's essentially what the installer does so I guess another option would be to uninstall and install again hoping for a better outcome. Others might have better ideas.
