That location for REP is more efficient because the file replacement rules are such that you have many files that aren't going to be updated. If a lot are going to be updated anyway the efficiency decreases. However it's not a safe location because of the rollback issue. There is a similar efficient location (assuming efficiency is valued more than safety ;=) ) which is directly before InstallFinalize using [InstallExecute, RemovePreviousVersions, InstallFinalize ], which is what the 3rd bullet is saying - the rollback of the new install means the new product won't be installed, and the older product uninstall is rolled back leaving it installed, so you're back where you started.
