Honestly, I haven’t had the time to think about this anymore, given my focus on
content-related wiki activities that are totally draining my free volunteer
time.
In my opinion, affiliates should maintain a declared list of active members in
a standardized centralized format (not necessarly public). There might be
privacy issue about storage etc so this is probably the most complex part, but
it would be ideal to know who is present among different affiliates, even if
its not linked to a username (that is you upload a list of usernames, but you
consider some other possibilities as well).
Some voting weight could be distributed proportionally among members if listed
in multiple affiliates, but that's far.fetched.
In any case, all votes cast by affiliate should IMHO include at least
description of the actual process followed by the affiliate's members (with a
list of acceptable methods, ranging from public in-person or online discussions
to secure online voting). The method used to cast the final vote and the name
of the person voting on their device should be transparent and easy to verify
in some summary. Additionally, it would be preferable if the person responsible
for overseeing this process were different or at least rotated from one
election to the next
If you begin implementing some standard like these ones, even partially, it
would probably be an improvement.
In any case, after noticing that the discussion kept reappearing and that
exisiting know-how was not fully integrated at every cycle, I gradually
withdrew from public discussions to focus primarily on content rather than on
such 'meta' policies.

casting the vote (as representative) have a significant personal influence.
This is actually true also for "big" affiliates where standard members are not
informed at all of the voting process.
I don't think this is functional. I was part of a committee for an
affiliate-based vote years ago, and I can see that these issues still haven't
been properly addressed, though they should be. If you check the old emails,
you'll see that I've regularly pointed this out.
So my contribution of this aspect is to regularly leave a formal note about
that somewhere in the paperwork. I think it's more useful overall than casting
an additional vote.
