What I mean is that people belong to different user groups or affiliates,
giving them the opportunity to influence the process (if it's open) in various
ways.
It's even worse when there is no public discussion, as this means the people
casting the vote (as representative) have a significant personal influence.
This is actually true also for "big" affiliates where standard members are not
informed at all of the voting process.
I don't think this is functional. I was part of a committee for an
affiliate-based vote years ago, and I can see that these issues still haven't
been properly addressed, though they should be. If you check the old emails,
you'll see that I've regularly pointed this out.
So my contribution of this aspect is to regularly leave a formal note about
that somewhere in the paperwork. I think it's more useful overall than casting
an additional vote.
