There is a (relatively new) Wikimedia working group on EU policy [1] with an explicit "task force" for the orphan works issue: http://meta.wikimedia.org/wiki/EU_policy/Orphan_Works It seems like some of you are interested in this topic, so maybe you would like to join them.
