I am not a radio amateur so I may be wrong, but the text provided by the link reads: "The *APRSWXNET/Citizen Weather Observer Program* <http://www.wxqa.com/DCC3.htm> is...". So I would think APRSWXNET and CWOP are synonyms or at least belong together and registering with CWOP is enough.
