I think perhaps you misunderstood Guido's intent: Language _changes_ - by definition - affect forward compatibility, and in some cases (as in change in syntax), will affect backward compatibility.
His note acknowledges this, and the time-frame of the effect such changes have on the community (years). He has proposed, to solidify work and acceptance on Python 3, to put that in place for the coming years now, so people can be confident in investing in making changes to Python 3.
