I have not used EC2 but hopefully somebody can provide more insight. About exec on GAE. As soon as possible I will add caching of pyc files and the problem will be gone. Robin suggested this.
In any case complex apps should have more logic in modules than controllers and modules are imported thus pyc(s) are cached already on GAE.
