Right now I think Wave should stay at Apache (though people are welcome to
try to convince me otherwise).

I think having the Apache brand could be a major advantage in the future,
and we should not throw that away.  I also especially agree with Yuri's
point - no one is stopping people from forking the GitHub mirror (or, for
that matter, creating a separate GitHub project for their own wave
implementation).
