They are anti-cloud until NCTC gets a white-label provider to give them
a deal, then cloud isn't so bad.
But also CONTROL, E911, NECA, POTS all get in the way of moving off
local switches.

I would imagine the demographic is very anti-cloud. I can't imagine anything
worse than running critical infrastructure in the cloud.
In my experience, they're very anti-cloud, but also very anti-expensive local
switch. If that has you stumped, me too, pour yourself a drink.
