They are anti-cloud due to lack of immediate control and potential lack of reachability of critical infrastructure. They are anti-expensive local switch due to lack of funding...which is why it takes so long to get upgrades.
I do have to say my local guys have really surprised me by providing fiber drops and decent local switching and hosted pbx options for businesses using a rather decent solution.
