I downgraded from 3.3.3-18 to 3.3.3-14, that did the trick!

vnc-server-3.3.3-18.i386.rpm was installed by running up2date on this RH7.1
system.

VNC: VNC is a remote display system in Powertools 6.2. VNC has been
patched to use the system zlib library.

In addition, there is a small HTTP server implementation in the VNC server
which can be made to wait indefinitely for input, thereby freezing an
active VNC session. The VNC packages recommended by this advisory have
been patched to fix this issue. Users of VNC should be aware that the
program is designed for use on a trusted network.

It says nothing about having to change something in the configuration, so I
expected it to work right away after the update. In the log at
/home/<user>/.vnc I see the following just before the Refused connection
message:
