Do you know unix / linux a little? Then you could find out yourself. ~ is
shorthand for the user's home directory.

Have you read the documentation? Then you should know. If a user starts
`vncserver` the first time, it creates ~/.vnc/xstartup: In the user's home
directory, a hidden subdirectory called .vnc and in there several files
among xstartup.
