Maybe he is using bourne shell. :)
in which case you have to use $HOME instead of ~
cd $HOME
cd .vnc
etc

Are you a unix person?  '~' is your home directory.  Try this:

cd ~
cd .vnc
ls

do you see xstartup?

Should see it this way too:

ls ~/.vnc/xstartup
