Yes, to make sure I add the DWORD RemoveWallpaper to the following registry keys:
    HKEY_CURRENT_USER\Software\ORL\WinVNC3
    HKEY_CURRENT_USER\Software\ORL\WinVNC3\Default
    HKEY_CURRENT_USER\Software\ORL\WinVNC3\{User1} (Currently Logged)
    HKEY_CURRENT_USER\Software\ORL\WinVNC3\{User2}

Also I try with the administrator account (without success).

P.S.    After each modification I stop and restart the service "VNC Server".
