Aha.

It sounds like what's happening is that the system policy settings are
over-riding VNC.

I am assuming that they must have set a control policy that disabled
wallpaper modifications; and VNC may not be able to control that.


But could you confirm this: You *did* also set under the following key:

HKEY_CURRENT_USER\Software\ORL\WinVNC3

a DWORD value named "RemoveWallpaper", which you set to "1".

Since VNC runs as a local system account, I would think it can over-ride
policies -as long as the system account ws not locked out from changing
those also.
