Only if you use the default settings.  Go to dial-up 
networking|connections|dial-up server|server type and choose PPP.  As to 
assigning the host an ip address, I don't believe that you can and although 
I actually setup the scenario Luke's after for a client, it's been so long 
ago that I don't remember all the hoops I had to jump through.
