Luke, If you dial in, you don't have an IP address. An IP address is used to let others find you when you /are/ on the Internet.
This is probably not a very good application for VNC. I'd really suggest you look at pcAnywhere, which is much better suited to dial in and is very inexpensive if BYU look at ebay or similar. HTH!
