What's odd is this though...

I just installed VNC on a test computer with XP on it that we have here
(software company so we need test computers..) to see for myself what was
happening and the icon didn't show up upon reboot (but the service did start
as it told me I needed a password). However, I installed another program as
a service to see if that one has the icon and it did. I rebooted the machine
afte that and guess what? The VNC icon appeared.

Which that is very odd... I do know that in Windows XP Home Edition, some
system tray icons are hidden by default and you have to click an arrow on
the task tray to show them (similar to the personalized menus I think). I
doubt that has something to do with it, but it might indicate that Microsoft
HAS changed some of the code for the system tray functionality... Just a
thought

It is possible that the icon is there, but it has just been hidden by
XP.

Right click the task bar and then go to "Customize". If VNC is running
in App Mode then you should see it listed. The VNC Icon might be set to
be
Hidden when inactive. So just change it to Always Show.

I do not know if that will help, it is just a thought.
