What happens if you disconnect VNC after switching from user A to user B and
then reconnect?  Do you get the blank user A display or user B's display?

I'm not sure what Microsoft do to achieve the effect.  It sounds as though
they try to be clever about who is accessing the display and are getting it
wrong, by assuming that VNC belongs to user A.
