I am sorry that it has taken so long for me to get back to this...

The only time the CPU had a continuous spike was when the mouse cursor
turned into a text cursor.

The CPU utilization went to a normal level after disconnecting and remained
normal after reconnection and not moving the mouse.  After moving the mouse
and the cursor changed to the text cursor the CPU Spiked again.  I noticed
that the text mouse cursor seems to blink the entire time.

No animations.  I am using performance monitor to pull the information.

No.  You should place the cursor over the notepad window, then move it to
other to verify that the CPU usage is only high over that window.  Then
leave it over notepad and Alt-Tab to another window on the client.  Close
the VNCviewer window using the normal close button (the remote cursor won't
follow the local mouse pointer).  Then reconnect and check the CPU usage
before you next move the mouse, and after you next move the mouse.
