No. You should place the cursor over the notepad window, then move it to
other to verify that the CPU usage is only high over that window. Then
leave it over notepad and Alt-Tab to another window on the client. Close
the VNCviewer window using the normal close button (the remote cursor won't
follow the local mouse pointer). Then reconnect and check the CPU usage
before you next move the mouse, and after you next move the mouse.

OK. Do you have any animations active on-screen at the time? e.g. Internet
Explorer downloading stuff, etc.
