I very much appreciate your answer, but it does not solve my problem.  It is my 
fault as I was not more clear about my situation.  I need the behavior I 
described below with no interaction on the part of the user.  I have a button 
on my custom app that when pressed, sends a command to run the ReaVNC viewer.  
I need the viewer to come up fullscreen, no title or scroll bars, on the left 
monitor only, with the video card set to horizontal span.

1. Open the VNC viewer (4.1.2) and have it connected to your VNC server.
2. Move the viewer to the monitor you want
3. Press F8 and choose "Full Screen" from the menu

     Whether it has scroll or not depends on your viewer monitor's

is bigger than the server's.
