Just to eliminate one portion of the problem, try doing this directly to port 5900 - which means using the "native" VNCViewer for testing.
(1) I assume you have the service running on Display 0. Try running the VNCViewer and see if it can connect. (2) Try telnetting to the VNC Server on port 5900. Using the Win2K/XP telnet client, you can just do it with: telnet <your-public-ip-address> 5900 Using the NT4/Win9x/Me telnet, just start "telnet" then go to Connect | Remote System and type in the IP address, with 5900 as the Port.
