You can access MP3 books with the Audible app and Audible has a button for Narration Speed at the bottom right of the screen. Your choices are 0.75x, 1x, 1.25x, 1.5x, 2x, 2.5x and 3x. You can also play MP3 files/books in the Downcast app and it also has speed control.
