This is what it says, may explain the issue. These notifications inform you if youʼve been listening to loud headphone audio for long enough to affect your hearing. In certain regions, these notifications are required due to regulations and safety standards.
The only setting I have is, Reduce Loud Audio and it is off, running the latest 26 beta.
