I never said anything about a vertical bar so I'm not sure what you are talking about. The first two things in the Spoken Content settings read as follows: Spoken Content Speak Selection A Speak button will appear when you select text. Speak Screen Swipe down with two fingers from the top of the screen to hear the content of the screen. Each of those can be turned on or off. Typing feedback and the voice used can be controlled there as well, but those are the two that deal with the original question.
