This has happened to me from time to time on my SE. I either plug in some headphones or a bluetooth set and get volume back this way.
I think others have had similar experiences. It can be really annoying and frustrating, but the fix is at least semi-straight forward. I was using my phone and for no rhyme or reason, it just stopped talking. I finally called Apple Accessibility and they helped me get my phone talking again. It was rather scary and I hope this never happens again. They were very patient. I was on the phone for quite some time, but all my apps came back as well as my music.
