He all, I agree of course with the described rules. However, since there are (always) public beta’s available, it should be great to have a low-level place to discuss accessibility-related problems. So perhaps, important voiceover-bugs can be solved before the public release. And also perhaps , not everyone is familiar with the developer’s platform from apple to discuss there.
It’s not my suggestion to ignore the mda-rules of apple in the first place but I want announce the problem for some users to announce and discuss accessibility problems in pre-release-versions of osx/ios.
