won't un-dim the Log In button until the actual, on-screen keyboard

the app, but I am using an iPhone 6 on 8.3. I followed the
instructions that Wren gave and had no problems signing in and
activating my finger touch ID. Do you think it's worth a try in
deleting the app and reinstalling it?. Just a thought.

you press that you will be taken to the login. This is how it
worked for me anyway. You can also set up PayPal to use touch ID
to login. If you need more help please let me know and I will go
