Hi Jan, Force quitting all apps and either restarting your phone or doing a "Reset Network Settings" which will also restart your phone in the process are preliminary steps to upgrading to a new version of iOS. Many people say that is not necessary to even close all apps let alone restart the phone or do a Reset all network settings, but while it may not be necessary in many cases, things can go wrong during an upgrade and many experienced iPhone people have found that it is less likely something will go wrong if you do these few simple preparations.
Keep in mind that if you reset network settings you will have to reconnect to your WiFi and most likely be asked for your WiFi password after you reboot the phone. This of course is necessary for an over the air update since usually the files are too large to go over 3G or LTE. Like I said, if you want to run the least risk when doing an over the air upgrade, then do a backup either to iCloud or via iTunes, then orce quit all apps and restart your phone or to be totally safe, go to Settings, General, Reset and Reset All Network Settings. Let the phone reboot, reconnect to your WiFi, then to the update.
